A homebrew developer has release 'DSVideo player' which is said to push the capabilities of the DS to the limit and provides a simiple and powerful solution for video playback on the DS. The top screen is focused on video playback, while the bottom screen contains the touchscreen navigation interface. The app is based on ffmpeg and boasts features such as playback up to 12.5 fps, sterio audio playback, full seeking support, file browser and feature complete video playback controls.
